Instead of educating the impoverished, and mentoring them, Venezuela decided that the poor could be targeted repeatedly by the drug cartels. That government has always incited a socioeconomic war between its poorest, and middle class. This Machiavellian campaign by their government both distracts and weakens both classes.
They want to commit mass genocide against both classes. The way forward is to train both classes, lower and middle, on counter-terrorism and law enforcement. It is safest for them to form an alliance (transitional government) in order to gather together, to share intelligence, and hold a real political election. Both classes must provide gender diversity, and both must include fifty percent female political candidates in order to be considered for U.N. assistance.
It's more empowering for both victimized sides (middle-class, along with the poor) to train the women and children on stranger danger, self-defense, prenatal, breastfeeding nutrition, parenting support groups, and offer free press outlets that unite both of the victimized middle and lower classes. The way to do that is to gather both classes' molested, pregnant preteens into diverse, inclusive, secure, I.B. boarding schools run by their transitional government.
Venezuela's President Maduro has become desperate, just like an unhinged, poly-addicted rapist, barricading himself in a mansion, funded by terrorism, drug cartels, and holding his own family (his own nation) hostage. He is having drug withdrawal mood swings from the recent, arrested Mexican drug cartel kingpin.
When he's not on crack, he switches to meth, whatever he can acquire. It's important the U.S. send his country large quantities of abortion pills, contraceptive pills, nuva rings, Suboxone, alcoholism treatment drugs, pregnancy test kits, STD medications, pediatric HIV and Hepatitis C test kits. Due to Chavez and Maduro, most of the molested, pregnant preteens in the middle and lower classes also have both HIV and Hepatitis C now.
Since President Maduro enjoyed committing mass genocide against both his middle and lower classes; his chemical weapons-manufacturers are the ultrawealthy class, who will see a coup d'etat, that will inevitably end in a Venezuelan nuclear fallout (from their drug cartels and terrorists) with generations of birth defects, for his poorest. He's being controlled by his Nazi advisors and poly-addictions, much like his counterpart in Mexico, Nieto. Venezuela has become Haiti.
