Wouldn't Colorado be more competitive if we created a Disneyworld for spelunking, with an underground, diving, geocaching competition?  We could build a gold mining biosphere underwater, and use it to demonstrate ancient, underwater booby traps. If we could attract spelunkers, geocaching enthusiasts and divers to Colorado Springs, we could afford more feminist, minority law enforcement funding.
