It's best for all law enforcement to step forward as a GLBT member again. It's time to get federal funding as a high-risk group for HIV and Hepatitis C testing, every month for all the poor. That means all law enforcement need to be counted 1,200 times, in order to estimate all the required test kits, without violating any individual's constitutional rights. That could cause them to be targeted for hate crimes anyhow, and there's truly no poor person who can afford a private bodyguard in Colorado.
