Prior to implementing any software updates, 10,000 simulation, lab environments must be used to test these I.T. solutions, for both hardware and software. The test lab funding will hopefully occur to prevent these NYSE, United Airlines and Wall Street Journal technical challenges. The fact this didn't happen must be investigated thoroughly.
