University of Colorado in Denver, Boulder and Colorado Springs will require 5,000 U.S. Marines' Top Secret, C.C.I.E., network engineers, approved by Ira Winkler and Jim Webb, to thoroughly  investigate every non-veteran, non-minority employee and all subcontractors.
