This has to happen in our U.S. prisons where we must provide bilingual, actual, marketable, vocational literacy and addiction counseling for all the ESL, English As A Second Language, non-permanent residents, who are new/first-generation immigrants. The segregation of prisoners based upon races has to end there. If they can't safely be in a diverse setting, they must be red-flagged, as hate criminals.
