The two most run-down neighborhoods will each need to have a Planned Parenthood clinic, each the size of the Denver VA Medical Center. Also, there should be a Cherry Creek school district (Denver, Colorado) built there, with anti-bullying, anti-school violence as the focus in its curriculum, and architecture.

The Mildred Helms Park has to become a safe, indoor toddler to age eight playground, with public restrooms and a gated, well-lit parking garage. 100 mobile police stations (RVs, armored) must be parked in its parking garage 24/7, 365 days of the year, with 200 armed, female, minority, feminist  police officers.
