I think this has a lot to do with illiteracy, and the longer-term, negative impact of the Global Financial Crisis/GFC, considering that 75% of our Millennial Generation are still under-employed, close to bankrupt, and struggling to repay their student loans. It's most important now to channel our immigrants into safer housing, for their own physical security.
