To HOMELAND SECURITY, Dallas, TX, Denver, & D.C. Metro: Dallas Terrorism Could Have Been Averted, But F.B.I.'s Warning Was Ignored:

1. The injured security guard must be donated a 5,000 square feet, single family house in that Dallas neighborhood. It should be made after year 2005, in excellent condition, with a four car garage attached to it. Also, it will need to be wheelchair-accessible for elderly. All property, homeowners insurance and title fees, will need to be waived on it for the first year.

2. All terrorism victims will need to be given free weekly, two-hour per session, group counseling, plus $10,000/month, tax-free, for ten years.  Homeland Security in Dallas, Texas has to approve all counselors and administer the terrorism, victims' fund, because the recipients have to be identified with retinal scanners and comprehensive drug testing every year, for ten years, to prevent re-victimization/further assassination attempts.

3. This has to be prevented, by having ten former F.B.I., female, pregnant, minority agents mived into that exact neighborhood, for free, for ten years. Each F.B.I. agent will need their own 5,000 square feet, single family house with an attached four-car garage. It needs to be wheelchair accessible, built after year 2005, in excellent condition, as they also may need to have their grandmothers living with them, to supervise the nannies, au pairs, and household staff.

4. Having Dallas-based, poly-addicted hate criminals (e.g. Kathy, from my Denver Federal Center job) at CST, or SAIC caused these ISIL terrorists to flourish.
