I skimmed this op-ed, and that's quite chilling that 90% of rapes are committed by serial rapists. I hope there's funding to maintain the states' registered sex offender databases. Why not hire feminist, internal affairs investigators to follow-up on the victims? That way they hopefully won't be repeatedly re-victimized?
