The states with the most rural areas in Appalachia need more local law enforcement funding. They often don't have ammunition, accurate rifles, guns, body cameras, handheld satellite phones with retinal scanners, bullet-proof helmets, I.T. Security for communication systems, and bullet-proof vests.

They will also need more free, armored, new, U.S. Special Forces' helicopters, 4WD trucks, SWAT training, and paved, concrete road construction funds. The federal agencies need to get them on priority lists for law enforcement funding.
