Everyday, there should be a balance towards overcoming every single "Omar the Chechen," and nurturing our NATO alliances. P.E. classes need to occur year-round in South Carolina, so that all female, impoverished,  African-American, high school graduates are already competitive, Olympic-level sprinters. For this reason, every impoverished, minority, female over age 9 in South Carolina will need to be offered free, professional, nutritional, sports psychology and physical training towards this goal.
