Many get preyed upon by gangs, have illegal weapons, are illiterate, and are homeless. They'll need 5,000 new shelters per major city, (each the size of the Denver VA Medical Center), supervised by law enforcement, to be converted into five-year drug, and alcohol rehabilitation programs specifically for ex-felons.
