It's critical that South Vietnam, have its own Floridian, "Dome of a Home" construction and architecture firms. The natural disaster threat is so high in such an impoverished region. However, AIIB is unwilling to fund these projects unless they receive all their ISIL/DAISH, ASG, and Yakuza "taxes" from the frail, oppressed, and disempowered.
