Gang Tattoo Removal Programs Require F.B.I. Oversight

Those gang tattoo removal programs actually use taxpayers' funds, and divert philanthropic donations, yet at the same time, may make it easier for fugitives to evade law enforcement. Adam Walsh, and the F.B.I. should audit and try to get all of the medical providers who remove tattoos to catalogue them into F.B.I. databases prior to removal.

It has to be standardized into Oracle databases, with at least ten real-time backups, per state, for all law enforcement in the U.S. The tattoo artist(s), location, gang affiliation must also be identified. The proliferation of Latin Kings and prison gangs, along with DAISH, or ISIL recruiting may be occurring at well-intended charities, such as gang tattoo removal programs.

The databases can be used to track public health threats, so should be funded by the C.D.C. It makes sense to also offer STDs screening, HIV and Hepatitis C testing, free of charge, along with a re-verification for identity of each voluntary patient.

That would ideally include: phone numbers, e-mails, home, work, places of recreation, worship, socialization locations, volunteer addresses, bloodwork DNA, retinal scanning, 8" x 10" facial photograph, full-body photographs (front, sides), 8" x 10" facial, body modifications photos, and finger-printing. Languages spoken,  including pigeon dialects, and places of travel, or associations, especially to all overseas locations.

Each individual should be offered pro bono addiction treatment : 24 months in a full-time rehabilitation center with a board-certified psychiatrist specializing in both prison rape and addiction. Often many ex-convicts are human trafficked and also relapse back into a life of crime, due to their poly-addictions. The cost is then seventy-five thousand, or $75k/year, in U.S.D. to re-incarcerate them.

***Due to continual lack of funding for Homeland Security, it should be a part of the Governor's fiscal responsibility to maintain those databases on state federal centers, with politically diverse, interfaith, G.L.B.T.-inclusive, A.C.L.U., and N.A.A.C.P.-approved, all-female, all-minority, all-disabled veterans, all-Top Secret-clearanced, National Guard, I.T. security staffing. The federal databases could be infiltrated by hate criminals, gangs' assassins and terrorists otherwise.***
