The problem with those ghettos/inner cities/barrios/internment camps must be addressed. I grew up in a place where large groups of gangs often used guns, hatchets, machetes, etc. They kept getting out of jails, prisons and developing alliances with larger networks, e.g. drug cartels.
There needs to be enough money to revamp the prison systems, so radicalized/more dangerous terrorists can't break out, or be released. The current Southern prisons are not high-technology at all, and will need to be built from new.
Converting the old prisons into shelters for the prisoners' homeless, pregnant, repeatedly molested, children (I.B., bilingual, year-round, physically secure, boarding school system from pregnant preteens to infants, and up) needs to occur.
This isn't Pakistan. The children of the prisoners (felons) aren't to be starved, beaten and raped repeatedly. This contributed to those prisoners' further radicalization into ISIL.
What if we took all the jail fixtures out of the old prisons, after it's donated for the foster children. It should be renovated it with Americorps and Wounded Warriors.
We need to put those two organizations in charge of this type of project, since they also need PTSD-friendly, safe, inclusive shelter. Both demographics suffer from complex PTSD, with panic disorder. Some are legless, and paraplegic with T.B.I.
The former prisons could become a building like the (Evergreen, Colorado) Buchanan Recreation Center, with a Denver Botanical Gardens surrounding it for a ten mile radius, all around. There could be outdoor rock climbing walls built that look like Garden of the Gods, and Red Rocks Open Space Park into the Botanical Garden.
The boarding school system could have a mini-subway underground from the recreation center to the many main campuses, libraries, internet cafes, chow halls, art museums. It should ideally resemble Melbourne Metro.
There could be a Tiny Houses theme, like the television show, but with a Provincial French architectural and interior design motif. Each foster child could have their own tiny house, over age ten. They'll need a "neighborhood Mum" assigned to care for them still.
This way we can get their tiny houses cleaned, leave 8 meals/day for them, and do all their laundry. Per three foster children, there can be an Americorps ESL, and special education teacher assigned to them.
The neighborhood Mum could live in a large home, with a small classroom, to give them more personal instruction. Most likely, these children will thrive in a more nurturing, home-like environment, with a 3 students to 1 teacher ratio. Ideally, each neighborhood Mum would be quite similar to Nancy Fuller's personality from this cooking show:

They'll each need a therapy dog that's well-trained, as part of their healing journey. There should be a large dog park, on leash only, at the "neighborhood Mum" house. Each tiny house should be designed with a small off-leash dog play area, along with a large playscape/playground, for socializing purposes.
***Remember to build a massive indoor skate and an indoor bike park with trails throughout the entire campus. A large organic CSA farm, and Hampton, Victoria, Australia market area/"downtown" should be designed into the entire community for nutrition, fitness, health and well-being. Sidewalks should be made from recycled rubber tires, turned into rectangular rubber planks, for our elderly veterans with arthritis.***
***Property Perimeters: Replace all those creepy, haunted looking, electric/barbed wire fences with an active, eco-friendly, man-made creek system/stocked trout fishing ponds, streams that mimic nature instead. Lichen-covered, or moss rock can be scattered about the perimeter, half-buried in a natural, wildflowers meadow, with large, four feet high, evergreen, bonsai trees, so there's an informal, more Japanese Buddhist looking "fence." The wildflower meadows has to look like the Shania Twain, "You've Got A Way" video setting.***
