Fiji Airport: American Bought Alcohol On A Government Credit Card

When I was at the Fiji Airport, on a layover from Denver to Sydney, Australia, I noticed a young, Caucasian, man, with a U.S. government credit card, buying alcohol on his government credit card near me. I thought it was unusual. He was 5'10, 185 pounds, approximately 27 years old, American English accent, probably Northeastern region.

I think he came off the same plane I was in, so maybe his name is on that passenger list. He was sitting near Tanya and myself, on the left, a yardstick away from me. The alcohol was for his own personal consumption. He mentioned loudly to put it on his "government credit card" to the staff member at the large, round, open-area, beverage table. This could be gang signaling behavior though.
