It's critical that the "Little Bosnia" neighborhood in St. Louis have their own community newspapers, a radio station program to discuss community policing concerns, and public television times (eight hours per week, for radio & five hours per week for television).
This will help to re-build/renew trust within the impoverished, Bosnian community with the local law enforcement. Also, this will help the local law enforcement to better understand their cultural sensitivities and law enforcement needs. I know what it's like to be that poor, an immigrant with no country.
It would also be empowering for both sides in that video clip, if St. Louis Police Department hired support staff, from Little Bosnia. Maybe they could hire 100 Bosnian-American, single, pregnant mothers, to work in an internship/clerical capacity for them? They'll need scholarships to a local, all-female university.
***Also, you know they'll need to host a Bosnian-American rap for rent, and rap for rides contest with the local law enforcement (females only) as the feminist judges.***
