I wonder if they can get a better price through the federal government, if their order for sat-phones were purchased in bulk with every state's governor. At least twenty-five percent of NYPD need this, to respond to terrorist threats. ISIL is more prevalent and brutal than Al-Qaeda. Maybe they can rent them for a year and then trade them in for a higher-security sat-phone each year.
